Job Purpose: The TTS Financial Crime Risk andCompliance Head is an expert in AML/ Sanctions and is responsiblefor leading the overall TTS In Business Financial Crime riskmanagement and governance and Compliance for the Treasury and TradeSolutions (TTS) business (1st Line) globally. The role representsthe business in franchise-wide AML and Sanctions risk mitigationand compliance programs and will also help drive evolution andtransformation. This leader drives and helps shape the strategy formanaging the AML and Sanctions risks in the TTS business and acrossTTS client sets, in partnership with the In Business Risk team andthe TTS ExCo. This role is also responsible for proactivelycontributing to the overall In-Business Risk (IBR) strategy. Therole promotes effective and proactive compliance and riskmanagement with a particular focus on AML and Sanctions risk. Theindividual in this role works in close partnership with all TTSProduct teams, Regional Teams, Sales, O&T and Functions, alongwith 2nd line of defence partners, including Compliance (ICRM andACRM), Legal, and Risk teams and Internal Audit (3rd line) bothregionally and globally. The AML and Sanctions Risk / ComplianceHead plays a key role in the development of new products andenhancing existing ones by providing guidance and on-going supportto product teams to ensure appropriate and effective financialcrimes risk controls are introduced and maintained. The AML andSanctions Risk and Compliance Head participates in AML/SanctionsPolicy developments and will coordinate the assessment andimplementation of any relevant regulatory changes. KeyResponsibilities Primary responsibilities: Act as the first pointof contact for all AML and Sanctions related matters andescalations within TTS globally. – Drive a culture of ownership andset “tone from the top” for complying with all applicable AML,Sanctions and Anti Bribery laws and regulations, – Oversight andleadership of overall and all underlying components of the AMLProgram for TTS, including KYC, AML transaction monitoring,sanctions screening, 3rd party Op’s payment controls, Anti-Briberyapprovals and other regulatory requirements. – Identify significantAML, Sanctions and Anti Bribery risks and escalate to SeniorBusiness/Governance Forums. – Develop and execute initiatives toremediate significant exposures and control gaps. – Drive effortsto ensure commitments made to regulators are met and act as thefirst point of contact on regulatory matters related to TTS AML,Sanctions and Anti Bribery. – Chair the TTS Financial Crimes riskgovernance meetings, including TTS AML/Sanctions/Anti-BriberyOversight Committee and TTS Sanctions/Anti bribery Working Groupmeetings. – Support Product teams and Compliance to assess AML andSanctions risk for new and enhanced products and innovativesolutions, including eCommerce initiatives and deals, based onglobally approved guidelines, through early engagement in order toensure full adherence to the New Product Approval ControlFramework. – Provide business oversight to the TTS AML monitoringprogram; work with Compliance to develop an appropriate AMLmonitoring framework for key high-risk programs. – Acting asDelegated Oversight (DO) for the Head of TTS, overseeing theBusiness Sanctions Risk Officers globally, conduct reviews ofSanctions processes and procedures across all product lines toensure policy requirements are being met in a consistent manner anddocumented appropriately, including assistance with documentingSanctions Risk Assessments (SPRAs). – Utilize Citi’s riskmanagement tools for the measurement, monitoring and management ofexposure including acting within Risk Appetite. – Analyse controlenvironment, vet new systems, processes, policies and proceduresassociated with AML, Sanctions and Anti Bribery and drive TTS to bebest in class. – Represent the TTS business and provide subjectmatter expertise at various global and regional committees andworking groups – Manage staff across multiple geographies and timezones – Utilize knowledge and experience to guide technologydecisions in line with sanctions requirements against largevolume/scale. Lead and manage a team of AML/ Sanctions/ AML InBusiness Risk specialists across the TTS footprint globally. Thisteam’s responsibilities include: – Assessing the impact of proposedchanges to AML and Sanctions policies/ procedures/ guidelines andwork with AML and Product Compliance to ensure the businessoperates in line with regulatory requirements. – Engage as SubjectMatter Experts for financial crimes risk on new product feature/functionality build, client issues, and potential crisis situationsrequiring AML/ Sanctions/ ABC In Business Risk input. – Support orlead significant AML and Sanctions initiatives for TTS &produce milestone reports for senior management. – Maintain, trackand update AML/Sanctions CAPs/SIRs as applicable preparing updatereports for TTS Risk Committees as applicable. – Support the TTSbusiness in AML-related internal or external reviews, includingmanaging exam preparation and deliverables. – Represent the TTSbusiness and provide AML and Sanctions subject matter expertise atvarious global and regional committees and working groups. -Provide regional TTS oversight of regional AML Monitoring, KYC andSanctions utilities. – Drive communication plans to ensureawareness of changes in the AML and Sanctions policies/requirementsby TTS Product and country teams. – Coordinate and deliver targetedAML and Sanctions training when necessary. – Identify opportunitiesfor streamlining processes and implement efficiencies that willultimately lead to enhanced client experience. Solid understanding of TTS products and marketdevelopments. – The ability to effectively manage and navigatethrough multi-faceted disciplines throughout the organization.Qualifications and Competencies – A senior risk professional withJuris Doctorate (JD) degree or equivalent graduate level educationand a strong AML, Sanctions and Anti Bribery risk background andexperience with the control framework necessary to mitigate theserisks – CAMS (Certified Anti-Money Laundering Specialist)certification – Experience dealing effectively with externalparties (e.g., Regulators), senior governance forums as well assecond- and third-line control functions – Strong controls mindset;identifying and mitigating risks, communicating and escalatingconcerns – Strong influence management, strategic and analyticalskills – Demonstrable people, project and change management skills- Ability to communicate simply, clearly and concisely bothverbally and in writing, adjusting style to suit the audience -Ability to assess and critically challenge information andprocesses, delivering appropriate outcomes – Competence leadingdynamic, challenging environments while providing creativesolutions – Ability to collaborate across businesses, regions andcontrol functions Skills & Competencies: – Strategic thinkerwith excellent organizational, planning, and prioritization skills.- Excellent verbal and written communication skills: ability tocommunicate clearly and concisely in all aspects of the job andwith multiple audiences in mind. – Excellent influencing andnegotiation skills.
